Dispatching Rules & Procedures Local Union 1002

Effective July 1, 2023

These Dispatching Rules and Procedures are established pursuant to the Referral Procedures set forth in
Article IV of the Collective Bargaining Agreement between IBEW Local 1002 and Southwestern Line
Constructors Chapter, NECA, which is incorporated by reference hereto.

 

Registration/Re-Registration (Re-sign)

1. All new applicants must fill out the required referral application form.

2. All applicants must register for the available-for-work books in person, by email, postal mail, or fax.

3. Registration/Re-registration must include name and contact number.

4. Applicants shall be assigned to the highest priority group for which they qualify within the
appropriate classification and placed on the appropriate list in chronological order determined by
the date and time of the original registration.

5. Registration on the available-for-work list(s) shall only be valid for 30 days. In order to maintain
their position on the referral list(s), applicants must re-register (re-sign) and confirm their
availability for employment. Re-registration (re-sign) may be done in person, on the website or
mobile app, by e-mail, phone, fax or postal mail.

6. Failure to re-register (re-sign) by the applicant’s re-sign date shall cause removal from the
list(s) at the start of the next business day. If removed, an applicant’s original list position shall
be forfeited and a new, original, registration will be required to once again be considered an
applicant for employment.

7. Members are responsible for keeping confirmations when updating their status on the available-
to-work books. If the office does not receive an updated request, it will be assumed it was not
sent.

8. No applicant shall be eligible to sign or remain on the list during the time he/she is on an
employers’ payroll in Local 1002 jurisdiction. (Excluding short calls)

 

Referral “Call-Outs” and Dispatch

Normal dispatch hours shall be between the hours of 8:30AM and 11AM on regular business days.

Applicants for employment shall be responsible to make themselves available for job assignments during
these hours.

It is the Business Manager’s responsibility to fill employer man-power request in a timely fashion.
Therefore, in an emergency, calls may be filled outside of normal dispatch hours by whatever means
necessary to meet this obligation. When calls are made outside of normal dispatch hours, a refusal will
not be assessed for a non-response.

1. When a signatory employer has a need for employees, the employer shall advise the Union of
the number of needed applicants by submitting a completed manpower request form, supplied
by the Union. All employer calls for employees must be received by 2:00PM to be placed on the
job bid list that day. Any employer calls for employees received after 2:00PM may be placed on
the job bid list the following workday.

2. All requests for manpower will be placed online. IBEW members, that have registered for the
Available-for-work book(s), will be eligible to bid jobs online at www.ibew1002.com or by using
the LaborPower mobile app. IBEW member may bid all jobs they are eligible for, between the
hours of 4:00PM and 8:00AM Monday through Friday and 4:00PM Friday to 8:00AM Monday.
IBEW members will only receive calls for work that they have bid on.

3. The dispatcher will call the respondents during dispatching hours by the order they appear on
the available-for-work books.

4. If there is no response or bids to the job call, the dispatcher will fill the call by phone, in
accordance with the collective bargaining agreement starting in group III.

5. Calls not answered or going to voicemail will have fifteen (15) minutes to respond and then the
call will be forwarded to the next applicant.

6. Referrals will be emailed. We ask that referrals be reviewed, signed, and returned to the hall. A
copy will be provided to the company/foreman on the jobsite.

 

Refusals (The Strike System)

1. Refusing an emergency storm call or a short call (work not exceeding 40 hours) will NOT count as
a refusal (strike).

2. Any applicant who is rejected by the Employer shall be returned to his appropriate place within
the available-to-work book and will NOT receive a refusal (strike) for that call.

3. An applicant receiving a third refusal (strike) will be rolled to the bottom of the applicable
book(s). If rolled, the applicant’s original position shall be forfeited and a new, original,
registration will be automatically generated for the applicant.

4. Applicants will be assessed a refusal (strike) when:
          a. A job assignment is offered and refused.
          b. An applicant does not respond during normal dispatch hours after bidding on a job call.
          c. An applicant does not bid on a job call on the website or mobile app.
                        EXAMPLE: There are 50 persons on the available-for work list and there are calls for 4 JLs.
                        Number 37 on the list mans the last job. Every person from #1 to #36 that did not take a job or
                        bid will get a strike.

 

Notes:

IBEW members on the available- for- work list will be able to view and bid on available jobs using
the Member Log In tab on the Local’s website or by using the LaborPower mobile app. Non-
members will be called the day of dispatch in chronological order.

Members that do not currently have Username/password for the website and mobile app
request can be sent to [email protected].

Applicants that do not have internet access can submit a written request to the Business
Manager to be called for available jobs.
